Show a themable page for when Drupal 9 is unable to connect to a DB

I was able to create a themeable page for maintenance page, 404 error pages, and Access Denied pages.

I now would like to create a themeable page for any instance of when the user might see the white page that says: The webpage has experienced an unexpected error.

How can I show a custom page in this case so the user doesn’t see such an ugly-looking message in that event?
