I have admin problem during migration to Drupal 9

I have some trouble on my VM. The site is at the url docker.vm

For example missing CSS on some admin pages, e.g. docker.vm/admin/content:

But in docker.vm/admin/modules/uninstall I see the CSS from the admin theme.

On docker.vm/update.php I get

But the Field Collection Module has been removed already (before the migration).

and when I want to go to module..

In the logs it says it’s because "Route "user.admin_permissions.module does not exist".

So if someone knows why…
