How can I use different background images for header and page on different pages/sections of Drupal 9 site

I’m rebuilding an old Drupal 7 site into Drupal 9 where I have some pages related to topic A, others Topic B, and the rest Topic C.

How can I set things up so all of the topic A pages have one background image for their header, while B pages have a different background image, and C pages have a third one.

Tried this through Context and Taxonomy and subthemes for each section, but can’t get it working. Thanks for any suggestions.
