Drupal 8 – access denied on webform submission resend action

I’m working on a Drupal 8.2.6 trying to resend some webform submissions with the expandable menu option. I signed in as administrator but I can only get a 403 and an Access denied message.

I checked roles and permissions. Administrator should have access to everything…

I’m a bit lost on where I should check for this.
