Best way to migrate data from a Drupal 8 site to a Drupal 9 site?

We built a new site instead of upgrading an existing Drupal 8 website but the old D8 site has some content (blog posts) and taxonomy terms with paragraph reference fields. What is the best (and simplest) way to go about migrating or importing the data from the D8 site into the D9 site?

We have migrate, tools and plus installed. Is it best to create custom importers for each content type and vocabulary or is there an easier way?
