Then six months later, you’re explaining to the board why the project is 45% over budget and delivering 56% less value than predicted. Research shows this pattern repeats across large IT projects with disturbing consistency.

The problem isn’t execution. It’s the plan itself.

The Discovery Phase Trap

Discovery phases typically span 1-6 weeks. But I’ve seen vendors stretch them to six months.

Projects with documented requirements before development are 50% more likely to succeed than those without. When a vendor resists upfront documentation, they’re doubling your failure risk.

The Dependency Shell Game

Gantt charts look impressive. All those colored bars and connecting lines create an illusion of precision.

But look closer at the dependencies.

Review periods are necessary. Your team needs time to evaluate deliverables.

Demand named resources with confirmed availability before signing. If the vendor can’t commit specific people to specific dates, the timeline is fiction.

The Testing Time Illusion

Testing phases in vendor plans are consistently underestimated. I’ve reviewed plans that allocate two weeks for testing systems that took six months to build.

The ratio makes no sense. But it makes the overall timeline look achievable.

Then testing begins and reality hits. Bugs need fixing. Fixes need retesting. Integration issues emerge. Performance problems surface under load. Security vulnerabilities require patches.

The two-week testing phase becomes two months. The vendor explains that your environment is more complex than anticipated. The bugs are edge cases. The performance issues require architectural changes.

All true. All predictable. All missing from the original plan.

  • No distinction between unit testing, integration testing, and user acceptance testing
  • Bug fixing time not separately allocated from testing time
  • No contingency for failed test cycles
  • Testing described as a single phase rather than an ongoing activity

I push vendors to allocate 30-40% of development time to testing and bug resolution. They resist because it makes their timeline less competitive. That resistance tells you everything.

What To Do Before Signing

You can’t eliminate project risk. But you can eliminate the structural delay mechanisms vendors hide in plans.

Start by requesting a detailed project schedule with these specifications:

Discovery phase requirements: Fixed duration under 4 weeks, itemized deliverables with acceptance criteria, named personnel conducting the discovery, specific date when development begins.

Dependency documentation: Every dependency must include completion criteria, handoff requirements, and identified responsible parties. External dependencies require penalty clauses for delays outside your control.

Review window justification: Each review period must be justified based on deliverable complexity. Default to 3-5 business days unless the vendor can demonstrate why more time is necessary.

Scope definition: Every feature must have testable acceptance criteria before development begins. “To be determined” is not acceptable for must-have features.

Resource commitment: Named individuals with confirmed availability for critical path work. Backup resources identified for key roles.

Testing allocation: Minimum 30% of development time allocated to testing, bug fixing, and retesting. Separate phases for unit, integration, and user acceptance testing.

These requirements will make vendors uncomfortable. Some will push back. Some will claim you’re being unreasonable or don’t understand how software development works.

That discomfort is the point.

Vendors who build honest plans can meet these requirements. Vendors who rely on delay mechanisms can’t.

The Cost Of Phantom Delays

The financial impact of hidden delays extends beyond budget overruns. Projects that run 40-50% over schedule typically cost 30% more than initial estimates.

But the real cost is strategic.

When your software project misses its deadline, you miss market windows. Competitors ship first. Customer commitments break. Board confidence erodes. Your next project gets more scrutiny, more oversight, more bureaucracy.
