Permalink issue when not logged-in on hosting server

I am facing an issue first time ever related to permalinks on shared hosting server. When clicked on any internal link browser window show URL which one is clicked, but page display doesn’t change. It works fine when I logged-in cms. You can see issue on our website

Below possibilities I have tried so far

  1. Clear cache using plugin
  2. Disable all the plugin
  3. Change thirdparty theme to wordpress default theme
  4. Install fresh wordpress and database
  5. Update wordpress, plugin and theme version

I have already spent lots of time to speak with hosting provider but they are saying there are no issues on server. Some more points I have noticed pages working fine when I change permalink option to Plain e.g. /?p=123 and even SEO friendly URL also works when I wait for some times and click again.
