How is this block displayed?

I have a Drupal basic page that displays a block on the page. I am trying to edit the region of the block. However, on Admin > Structures > Blocks, the region for the block is set to None and there is no settings for how the block is rendered.

I looked through the template file to see whether the page was customized, but the page isn’t customized.
