After full installation, install.php isn’t executed [closed]

I have tried editing .htaccess, updating settings.php, chmod settings.php, reinstalled and everything else I can think of but when I go to the root url it displays the php file without executing it

running on apache2 with phpmyadmin installed, I am not able to go to /phpmyadmin either; not sure if that has something else to do with it.
